The California Governor 2026 race opens Election Day with Democrat Xavier Becerra at 97% on Kalshi and 98% on Polymarket, and Republican Steve Hilton at 3% and 2%. At that price the board has stopped asking who wins. The only questions left to trade are how big the margin is and how long California takes to make it official.
Both names come from the Secretary of State's certified list of candidates for the November 3, 2026, general election, dated August 27. Becerra appears as a Democrat with the ballot designation "Voting Rights Attorney," and Hilton as a Republican with "Small Business Owner." They advanced from the June 2 primary. Gavin Newsom, the sitting governor, is not on the list.
California Governor 2026 Odds as Polls Open
| Candidate | Kalshi | Polymarket |
| Xavier Becerra (D) | 97% | 98% |
| Steve Hilton (R) | 3% | 2% |
Prices were read from the Genius API on the morning of November 3. Kalshi's books were 97% bid and ask on Becerra and 3% on Hilton; Polymarket's were 98% and 2%. The 1 point gap between venues is the whole disagreement on this board.
Why the California Governor 2026 Board Is Priced as Settled
The price has barely moved in a month. Genius daily closes put Becerra between 96% and 98% every day from October 4 through November 2. Hilton's best close in that stretch was 5%, reached on October 14, from October 16 through October 19, and again on October 27. He has closed at 3% every day since October 29.
The take: the winner market has nothing left to offer on the favorite, and Hilton at 3% on Kalshi is priced richer than any poll in the current average supports. The value on this board, if there is any, is in being patient with the count, not in picking a side.
California Governor 2026 Polls Against the Price
270toWin's average of five polls has Becerra at 59.8% and Hilton at 36.2%, a 23.6-point gap. The recent polls on its list:
| Pollster | Listed | Becerra | Hilton |
| ActiVote | Oct 31 | 63% | 37% |
| PPIC | Oct 28 | 61% | 37% |
| SurveyUSA | Oct 27 | 54% | 32% |
| Emerson College | Oct 21 | 64% | 36% |
| ActiVote | Oct 17 | 63% | 37% |
| Manhattan Institute | Oct 9 | 57% | 39% |
| Independent Voter News | Oct 4 | 48% | 38% |
| Berkeley IGS | Sep 24 | 58% | 33% |
The closest of the eight is the Independent Voter News survey from early October at 10 points. Every poll since has Becerra ahead by at least 18. A 2% to 3% Hilton price is the market's allowance for a polling miss larger than anything on this list.
The spread inside those polls matters more than the winner. SurveyUSA had 14% of likely voters with neither candidate, and Independent Voter News had 14% as well, while the late-October ActiVote and Emerson surveys allocated nearly everyone. Where that uncommitted slice lands decides whether Becerra's margin finishes in the low teens or north of 25 points, and the margin is what drives how fast the networks can call it.
The rest of the statewide ticket follows the same top-two pattern. The certified list pairs Democrat Fiona Ma, listed as "State Treasurer/CPA," against Republican Gloria Romero, listed as "Educator/Businesswoman," for lieutenant governor. The governor's race is the one with a deep market behind it, but the same count, the same mail deadline and the same December certification govern every statewide office on the ballot.
Who Is Trading the Hilton Side of the California Governor 2026 Board
The volume tells a different story from the price. On Kalshi, 22.7M contracts have traded on Hilton against 8.4M on Becerra, and Hilton took 2.1M of the board's 2.6M contracts in the last 24 hours. On Polymarket, Hilton has drawn $4.7M against $3.1M on Becerra.
That is the long-shot pattern in its purest form. A 3% contract costs little to hold and returns roughly 33 times the stake if it hits, so it draws the attention while the 97% side sits mostly untouched. The Hilton flow is not a sign that the price is wrong; it is what a lottery-ticket leg looks like on the last day.
The 21 Leftover Names on the California Governor 2026 Board
Polymarket's board still carries 21 other names, every one at 0.1%, including Tom Steyer, Katie Porter, Antonio Villaraigosa, Chad Bianco and Rick Caruso. None is on the certified November ballot for governor.
They explain the board's size. Polymarket's lifetime total on this race is $44.3M, the most Polymarket money on any state race in Genius's election listings, ahead of the $13.4M on the Texas Senate race. Of that $44.3M, $36.5M was traded on those 21 names, most of it before the June 2 primary settled the field. Only about $7.8M has gone to the two people actually on the ballot. Kalshi's total is 31.1M contracts, nearly all of it on Becerra and Hilton.
How Long the California Governor 2026 Count Can Take
California's count is the slow part of the night, and the Secretary of State's own calendar sets the pace. Polls are open from 7 a.m. to 8 p.m., and county officials begin reporting at 8 p.m., with semifinal updates to the state at least every two hours until done. Mail ballots postmarked by Election Day count if they arrive by November 10. Counties must certify their results by December 3, and the Secretary of State certifies the Statement of Vote on December 11, 2026.
A lot of the vote is already in. The state's VoteCal return statistics showed 6.41M ballots cast as of November 1, including 1.39M in Los Angeles County, out of 23.45M mail ballots issued statewide.
When the California Governor 2026 Market Resolves
The rules name the Associated Press, Fox News and NBC as the resolution sources, and the market resolves once all three call the race for the same candidate. If they do not all call it, the market resolves on the official certification. If the result is not confirmed by July 31, 2027, the market resolves to "Other."
How quickly all three networks call it depends on the early margin. A count near the polling average gives them the most room to call; a narrower one pushes settlement toward the county canvass and, in the slowest case, the December 11 certification.

- The three-network rule:** settlement waits until AP, Fox News and NBC all agree, not the first call.
- Los Angeles County:** with 1.39M ballots already cast by November 1, its first report moves the statewide margin more than any other county.
- The November 10 mail deadline:** late-arriving ballots postmarked by Election Day can shift the margin for a week.
- The Kalshi party board:** the [California governor winning party market](/markets/party-governor-ca-2026), with 5.6M Kalshi contracts, settles on the same result by party rather than by name.
